中文摘要 农村基础设施是农村经济社会全面发展的必要条件。目前的农村基础设施建设融资方式主要包括：财政投入、金融机构投入、民间资本投入和农民投入,其中商业银行由于几年前的机构撤退导致目前面临县一级机构不全的问题,并且农村基础设施的公共产品或准公共产品性与其经营上的营利性目标相左,因此并不能很好的为农村基础设施建设提供信贷支持。中国农业发展银行受其所经营的业务范围限制,以及资金来源单一等原因,同样不能很好的承担起支持农村基础设施建设的重任。农村信用社目前存在产权问题不清晰、历史包袱沉重等问题,并且在实际运行中已经具有了商业性金融的属性,因此在为农村基础设施建设提供信贷支持方面农信社也显得有些力不从心。而民间资本在进入农村基础设施建设领域时受到一定限制,且缺乏一定的引导,因此对农村基础设施建设涉足较少。农民由于自身积累有限,同样也无法承担起支持农村基础设施建设的重任。 本文在对农村基础设施的概念及其融资方式进行简单介绍后,分析了山西省目前农村基础设施建设现状及问题。近几年,随着经济的不断发展,山西省逐年加强了对农村基础设施建设的财政投资,同时展开了很多农村基础设施的建设项目,包括“万村千乡”市场工程建设、多项水利工程...
