中文文摘 新中国成立以来,我国的高等教育事业蓬勃发展。改革开放三十年来,中国高等教育更是进入了一个前所未有的高速发展的新阶段。无论是办学规模还是教育教学质量都得到了大幅度的提升。高等教育资源规模总量迅速扩大,随之而来的,如何对如此巨大规模的高等教育资源实施高效配置,成为了教育主管部门和学界普遍关注的一个问题。同时,在全球经济一体化的大背景之下,伴随着我国社会主义市场经济体制的日趋成熟和完善。我国高等教育资源配置也面临着越来越多的新情况和新问题。本文尝试使用系统分析的研究方法,将高等教育资源配置系统视为整个社会资源配置系统中的一个复杂子系统,构建市场经济条件下的高等教育资源配置系统分析框架,对构成高等教育资源配置系统的各个组成部分进行分析研究,并结合我国高等教育发展的实际提出了在资源配置过程中存在的主要问题及相关政策建议。本文主要从以下几个层面展开论述。第一章着重论述本文的研究背景、研究的理论意义和现实意义以及本文的主要研究方法,并对论文中涉及的主要基本概念进行了界定。第二章梳理了国内外学界对高等教育资源配置研究领域的主要理论及研究成果,并对研究现状进行简要的评论。第三章首先介绍了美国、日本、英国等三个高等教育发展过程中具有典型意义的国家高等教育资源配置的基本模式及现状。然后详细介绍了我国高等教育资源配置的现状,着重分析了政府、高校、社会这三大资源配置主体在我国高等教育资源配置过程中的地位及作用。并提出了我国高等教育资源配置过程中存在的主要问题。第四章运用系统分析的研究方法对高等教育资源配置系统进行了详细剖析。首先阐述了高等教育资源配置系统的整体构成,然后针对组成高等教育资源配置系统的政府、高校、社会三大资源配置主体,人力、物力、财力等主要资源配置客体分析以及资源配置方式进行了详细的分析。第五章在前面的研究基础之上,从我国高等教育发展的实际出发,分别以政府、高校、社会作为主要落脚点,提出了我国高等教育资源配置的相关政策建议。
外文文摘 The higher education in our country has been developing vigorously since the founding of New China and enter an unprecedented period of rapid development over the past three decades since the reform and opening up. Either the scope of individual institutions or the education quality has been improved greatly. The scale aggregate of the higher educational resources expanded rapidly, consequently, how to allocate the higher education resources of enormous size efficiently has become an object of general concern to the administrative department on education and academic circle. Simultaneously, accompanied with the continuously maturity and integrity, the allocation of the higher educational resources is facing to more and more new situations and problems under the economic globalization. The thesis tries to use the research method of system analysis, have the higher educational resources allocation system as a complex subsystem in the resource allocation system of the whole society, establish the analysis frame of the higher educational resources allocation system in the market economy, analyze and study all the parts forming into the higher educational resources allocation system, and raise the principle problems and related policy proposals integrating the practice of the higher education development. The thesis discusses the problems from the following aspects: Chapter one especially elaborates on the research background, the theoretical and practical significances, and the principle research methods of the thesis and the major basic definitions involved in the thesis. Chapter two collates the main theories and research results in the research field of the higher educational resources allocation, and comments on the research current situation. Chapter three firstly introduces the basic mode and the current situation of the national higher educational resources allocation system in the United States of America, Japan and the United Kingdom. After that introduces the current situation of the higher educational resources allocation in our country in detail, analyzes the status and effect of the government, the institution of higher learning and the society which are the main bodies in the resource allocation. And raises the main problems existing during the process of allocating the higher educational resources allocation in our country. Chapter four uses the research method of system analysis to dissect the higher educational resources allocation system in detail. Firstly expounds component parts of the higher educational resources allocation system, then gives the detailed analysis of the resources allocation mode and the principle objects in allocating the resources, such as the human resources, material resources and financial resources, aiming at the government, the institution of higher learning and the society which are the main bodies in the resource allocation. Chapter five puts forward the related policy proposals of the higher educational resources allocation on the basis of the former researches, which set out from the practice of the higher education development and regard the government, the institution of higher learning and the society as the footholds
